甘比亞與中國大陸建交的公報中指出，甘比亞承認世界上只有一個中國，中華人民共和國政府是代表全中國的唯一合法政府，台灣是中國領土不可分割的一部分。
劉世芳上午受訪表示，總統交接期間，外交不能有任何空窗期，甘比亞與中國建交公報接受一個中國原則，這代表總統馬英九所主張的兩岸和平發展、九二共識，被中國打臉，因為現在還是馬總統執政期間。
她表示，21日外交及國防委員會將更改議程請外交部、國安局、陸委會進行專案報告，中國與甘比亞建交拖了兩年，先與台灣斷交、再與中國建交，且建交的時機點特殊，選在總統馬英九出訪期間，距離總統當選人蔡英文就職前還有兩個月的時間，警告意味強。
劉世芳說，雖然中國否認警告一說，稱這只是一般、例行性建交，但大家心知肚明，因應未來總統交接期間，邦交不穩定的情形，要求相關部門提出一個沒有空窗期外交因應措施。
她進一步說，國安局昨天在外交及國防委員會提出「承認一中」、「承認九二共識」、「不承認一中、不承認九二共識」3種情況下採取的反制作為，國安單位預警到這樣的狀況，但外交單位沒有因應措施，她認為非常不可取。1050318
